6 . It is highly gratifying to be assured that although Lord Granville considered that the Crown Agents had done wrong, he was at the same time persuaded that they had fully been actuated by a conscientious desire to do what was good for the Colony. In this feeling His Lordship does them but justice.
7 . The matter the Crown Agents had to deal with was purely of a technical character, such as they did not feel competent to decide without the aid of professional advice: but in submitting the Requisition and drawings to three of the best practical Authorities in the Country, and allowing themselves to be governed by their opinions (supplemented by that of their own Experienced Engineer), as to what these documents were intended to convey, the Crown Agents never for a moment conceived that they were disregarding the instructions of the Colonial Government : On the contrary, they thought they were adopting the best means...
